Councils warned of 'hard choices'

Councils have been warned continuing financial pressures meant they faced "increasingly hard choices" when setting their budgets.

Scotland's local authorities spend about £17 billion every year, using the cash to help provide a range of services such as education, social work and housing.

But a report said that while services had improved across a range of areas, councils were facing "continuing pressures on finances".
